Statement of Issues and Justification

This request is in response to the fact the NC-504 committee is scheduled to terminate September 30, 2004, which I am administrative advisor. They are in the process of making a decision whether to continue and become an official NCR committee or whether to join with another committee or terminate. In the event they choose to become an official NCR committee, they would be willing to work through an NCT to develop a proposal for a focused multistate effort.
